With the increasing breadth, depth, and frequency of international civil and commercial exchanges in China, Chinese citizens and enterprises have growing demands for foreign laws, laws of Hong Kong, Macau, and Taiwan regions, international treaties, and international customs in their foreign exchanges, trade, and investment processes.
To create a fairer and more orderly legal environment, improve the international legal service system with higher standards, promote the sound development of the legal district's financial environment and foreign investment, enhance enterprises' ability to resist compliance risks, break through bottlenecks restricting overseas market expansion, and meet enterprises' needs for foreign-related legal services, the Maritime Silk Road Legal Information Center was established under the Beijing Rongsha Belt and Road Legal and Commercial Service Center, led by Beijing Deheng (Xiamen) Law Firm.
The Maritime Silk Road Legal Information Center is a specialized, innovative legal service platform for legal research, application, and consultation, established within the Maritime Silk Road Central Legal District. It particularly highlights its service advantages in BRICS countries, cross-strait relations, and intellectual property. The Center serves litigants in court cases, arbitration, and mediation, as well as people's courts, arbitration institutions, legislative bodies, and administrative organs. Legal entities, natural persons, or other non-legal organizations requiring legal research on the laws of their business domicile may also apply. The Center may also provide Chinese legal research services for foreign governments, organs, legal entities, natural persons, or other non-legal organizations for purposes such as investment in China, legal risk assessment, academic research, and litigation/arbitration. The Center's legal research services cover the codified laws, authoritative case law, legal application rules, and policies of the target jurisdiction, as well as international (interregional) conventions, treaties, agreements, and customs that have binding normative force related to the application.
The Maritime Silk Road Legal Information Center brings together domestic and foreign consulting, legal, accounting, financial, technology, enterprise, chamber of commerce, and government institutions to concentrate superior resources, assist Chinese and Belt and Road countries' enterprises in evaluating investment environments and identifying investment risks, propose countermeasures, and provide professional systematic services during investment, cooperation, business establishment, mergers and acquisitions, and financing in the Belt and Road economic region. Through establishing legal mutual inquiry mechanisms with foreign countries and Hong Kong, Macau, and Taiwan regions, the Center helps enterprises prevent risks in the process of "going global," properly resolves Belt and Road trade and investment disputes in accordance with the law, equally protects the legitimate rights and interests of Chinese and foreign parties, and builds a world-class legal business environment.
The Maritime Silk Road Legal Information Center will clarify the distribution of legal research obligations and improve the pathways for legal research mechanisms to provide professional support for enterprises participating in the construction of the Maritime Silk Road Central Legal District in risk prevention and for judicial organs in correctly applying laws. The Center has established a network of legal research partner institutions and expert database. Universities, legal research institutions, law firms, and legal consulting organizations from Belt and Road countries can voluntarily join as partner institutions. Experts with special expertise and practical experience may join individually as legal research experts.
